CEV prepares new referee delegates to cope with boom of beach volleyball

Antalya, Turkey, May 17, 2014.  Parallel to the 2014 CEV Youth Beach Volleyball Continental Cup Final taking place in Antalya, the 2014 ERC Candidate Beach Volleyball Referee Delegates Seminar was held in the Turkish Mediterranean city.  Five new candidate referee delegates from five different countries attended the seminar.

FIVB Beach Volleyball Commissioner Jose Casanova, CEV Vice President and EBVC President Renato Arena, ERC President Jan Rek and ERC Member in charge of beach volleyball Oana Sarb appeared as lecturers.  Among the topics discussed were the role of a CEV official, the role of the referee delegate, the useful resources and tools as well as referee evaluation.

“Last year we met with the referee delegates for beach volleyball for an update and fine tuning the work.  This year we invited new people.  These are the candidate referee delegates for beach volleyball,” explained Jan Rek.  “We are happy that FIVB Beach Volleyball Commissioner Jose Casanova is here with us.  Sarb Oana is here as the beach volleyball responsible within the ERC.  It was also very important to hear the input from the technical side that came from Beach Volleyball Commission President Renato Arena, who is here in his duty as CEV Jury President of the Youth Continental Cup Final.  Of course, in the frame of harmonization and to demonstrate that we are one family and we want to use the same approach in volleyball and in beach volleyball I am happy to be here with them in my function as President of the ERC.”

“Unfortunately, compared to volleyball, beach volleyball is much less represented in the refereeing area in terms of number of national federations,” the ERC President continued.  “Of the 55 member federations, 49 have referees involved in volleyball, but only 29 in beach volleyball, and this is something we are looking to improve.”

“This is in a way the result of the boom in beach volleyball after the creation of the Continental Cup by the FIVB,” said Jose Casanova.  “All the confederations are involving more national federations and obviously we want to have more referees from the new countries involved and new referee delegates from the countries involved.”

The FIVB Beach Volleyball Commissioner also explained the essence of the seminar:  “What we did here was basically to give the necessary tools to the ref delegates.  Of course, they all are experienced international beach volleyball referees, so they know the sport, they have the necessary background and now we are providing them with the basic tools that they need to start this job role.  This is about the update on the interpretation of the rules which they need to mentor the referees on during the tournaments.  This is also about their duties during the tournaments and the functional relations they need to have in relation to their job, which is about running the refereeing aspects, regarding the referees, the line judges, the scorers, and then, what we call the on-court duties, which is the preparation and the homologation of all the courts and the training and the monitoring of court personnel.  Finally, we also want them to be prepared to evaluate the referees during the tournaments and to report to the CEV about the job done by the organizers and the referees.”

“Our strategy is for the number of CEV national federations involved in beach volleyball refereeing to grow up, regarding both the referees and the referee delegates,” Oana Sarb confirmed.  “We need to develop as much as possible and we want new countries and new people who love beach volleyball and want to be dedicated to it.”

“I agree that this seminar was a big success for the CEV,” Renato Arena stated.  “But for the future, I hope that we completely change the mentality.  I think that we have to remove the requirement for referee delegates to enter this role after they finish whistling at the age of 55.  In my opinion, there needs to be a new format for the organization in beach volleyball, with a new generation of referee delegates.  I discussed this with Jose Casanova and he agrees with me.  We need to change the strategy and find a solution which would allow referee delegates to enter this role earlier.”

The five candidate referee delegates who attended the seminar were Cesario Rama from Portugal, Pietro Sacco from Italy, Christos Bantianidis from Greece, Mireia Carreno Goma from Spain and Hayrettin Durak.
